Wow. Daniel Edwards (that "artist") must have been channeling Smeagol when he made that.... "thing".
Either that, or he intended a Smeagol-pun on Hillary. Maybe her eyes are supposed to be looking at the White House, as she chants the mantra "My preeeciouuuusssss.... ".
